I always thought the Normandy, at least how it is seen in-game, was awfully small, too. Then again, looking at the areas you can go, it doesn't actually look like they use up all the room in the structure in-game, so I suppose there could be areas you just don't see...

They were probably just too lazy to design areas that didn't serve some function.
